China expands rare earth restrictions, targets defence, semiconductor users

“China produces over 90% of the world’s processed rare earths and rare earth magnets. The 17 rare earth elements are vital materials in products ranging from electric vehicles to aircraft engines and military radars.Exports of 12 of them are now restricted after the Ministry of Commerce added five – holmium, erbium, thulium, europium and ytterbium – along with related materials.Foreign companies producing some of the rare earths and related magnets on the list will now also need a Chinese export licence if the final product contains or is made with Chinese equipment or material. This applies even if the transaction includes no Chinese companies.”

“Au Xinjiang, dans l’ouest de la Chine, le parc industriel de l’économie numérique de Hotan emploie plus de 4 000 personnes pour étiqueter des données. La région de Hotan ambitionne de devenir “la capitale de l’industrie de l’étiquetage de données” avec, pour objectif, la création d’une base où travailleront 100 000 étiqueteurs.Dans le nord-est, à Jinan, la première base d’étiquetage de données du Shandong compte déjà 1 500 formateurs d’intelligence artificielle. Dans le Henan, dans le centre du pays, plusieurs centaines d’entreprises spécialisées dans l’étiquetage de données ont surgi de nulle part. La société Datatang, spécialisée dans la collecte de données, a ouvert des bases à Baoding, au sud de Pékin, et à Hefei, près de Shanghai, où travaillent plusieurs centaines d’étiqueteurs.”

China Proposes ‘Minor Mode’ to Limit Kids’ Smartphone Use

“The proposal says the minor mode feature would try to prevent “internet addiction” by limiting children younger than 8 to 40 minutes of smartphone time a day. The time limit would increase with age, reaching two hours daily for those ages 16 to 18.Apps would also have to tailor their content for different age groups. Children younger than 3, for example, should be shown nursery rhymes and programs that can be watched with parents, according to documents from the Cyberspace Administration of China. Those between 8 and 12 could be offered videos about life skills, general knowledge, age-appropriate news and “entertainment content for positive guidance.””

Le gouvernement du social-démocrate Olaf Scholz envisage en effet d’interdire l’utilisation dans le réseau 5G allemand de certains équipements produits par les entreprises chinoises Huawei et ZTE. En cause, “la crainte que les fournisseurs originaires de certains États – ici la Chine – soient contrôlés par leur gouvernement et que celui-ci puisse ainsi intervenir directement ou indirectement sur le réseau de téléphonie mobile allemand”.”

According to George Washington University’s Ding, after ChatGPT was trained by digesting the 175 billion parameters that inform it, parent company OpenAI still needed to employ several dozen human contractors to teach it not to regurgitate racist and misogynist speech or to give instructions on how to do things like build a bomb. This human-trained version, called InstructGPT, is the framework behind the chat bot. No similar effort has been announced for Baidu’s Ernie Bot or any of the other Chinese projects in the works, Ding said. Even with a robust content management team in place at Baidu, it may not be enough. Zhao, the former Baidu employee, said the company originally dedicated just a handful of engineers to the development of its AI framework. “Baidu’s AI research was slowed by a lack of commitment in a risk-ridden field that promised little return in the short term,” she said.”

“Les tensions s’accumulent et devraient pousser les entreprises occidentales à vouloir augmenter leurs capacités de production pour réduire les risques d’approvisionnement. » Les tensions s’accumulent d’autant plus que Pékin a été placé dans une situation intenable par Washington. En interdisant à TSMC de vendre ses puces dernier cri au champion chinois du téléphone, Huawei, l’administration américaine a donné un coup d’arrêt à toute la chaîne de l’électronique chinoise, fer de lance de sa conquête mondiale. Privé de ces puces pour ses smartphones, Huawei a été éjecté violemment de cet immense marché. Car les producteurs locaux sont encore très loin en matière de technologie.La Chine importe aujourd’hui pour plus de 370 milliards de dollars de puces par an, davantage que de pétrole !”

Mr Su, who also runs a logistics business that transports mining machines, has been chartering Boeing 747s to get used ones out swiftly. Most are going to Russia and Kazakhstan, which together account for about 13% of the world’s bitcoin mining. But there are few data centres abroad with space for lots of new machines, including in America, the second-biggest miner. Building a farm there costs between five and ten times what it does in China, says Mr Su. That is too much for most Chinese miners. More than half of their computers will stay put for now, he says.”

A Smart Lamp That Watches Kids When They Study Is a Hit in China

There is a smartphone-sized screen attached to each lamp, which applies artificial intelligence to offer guidance on math problems and difficult words. And parents can hire a human proctor to digitally monitor their children as they study.In addition to the basic version of the lamp, a $170 upgraded model sends alerts and photos to parents when their children slouch. That version of the lamp sold out on China’s largest e-commerce platforms earlier this month.”

“En 1997, Henri M. a été nommé représentant officiel de la DGSE à Pékin, où il a occupé le poste de deuxième secrétaire à l’ambassade. Mais il a été rappelé en France dès le début de l’année 1998, après avoir entamé une liaison avec l’interprète chinoise de l’ambassadeur. Il a pris sa retraite quelques années plus tard et est retourné en Chine en 2003, où il a épousé l’ex-interprète, avec laquelle il s’est installé sur l’île de Hainan, dans le sud de la Chine. Pourquoi ont-ils été interpellés si tard ? Il y aurait eu, selon un bon connaisseur du dossier, une faille au sein de la DGSE et Henri M. n’aurait pas été surveillé pendant des années après son départ à la retraite.”
