Brussels probes Google and Meta secret ads deal to target teens

“During the ad campaign, first revealed in an FT investigation published in August, staff at Google were helping Meta bypass the search company’s policies on how online advertising can be directed to minors. While Google bans ad personalisation for teens, the campaign for Instagram on YouTube deliberately pushed messages to a group of users labelled as “unknown” in its system. Google employees told Meta that it had internal data that showed this group skewed towards under-18s and was a way of “hacking” the audience safeguards in their system.”

“There are a number of reasons why building subsea cables would appeal to Big Tech companies like Meta. First, sole ownership of the route and cable would give Meta first dibs in capacity to support traffic on its own properties. Meta, like Google, also plays up the lift it has provided to regions by way of its subsea investments, claiming that projects like Marea in Europe and others in Southeast Asia have contributed more than “half a trillion dollars” to economies in those areas. Yet there is a more pragmatic impetus for these investments: Tech companies — rather than telecoms carriers, traditional builders, and owners of these cables — want to have more direct ownership of the pipes needed to deliver content, advertising, and more to users around the world. According to its earnings reports, Meta makes more money outside of North America than in its home market itself. Having priority on dedicated subsea cabling can help ensure quality of service on that traffic.”

EDPB Urgent Binding Decision on processing of personal data for behavioural advertising by Meta | European Data Protection Board

“On 27 October, the European Data Protection Board adopted an urgent binding decision instructing the Irish (IE) DPA as lead supervisory authority (LSA) to take, within two weeks, final measures regarding Meta Ireland Limited (Meta IE) and to impose a ban on the processing of personal data for behavioural advertising on the legal bases of contract and legitimate interest across the entire European Economic Area (EEA). The urgent binding decision followed a request from the Norwegian Data Protection Authority (NO DPA) to take final measures in this matter that would have effect in the entire European Economic Area (EEA).”

Meta Sued Over Features That Hook Children to Instagram, Facebook

“It’s unusual for so many states to come together to sue a tech giant for consumer harms. The coordination shows states are prioritizing the issue of children and online safety and combining legal resources to fight Meta, just as states had previously done for cases against Big Tobacco and Big Pharma companies. “Just like Big Tobacco and vaping companies have done in years past, Meta chose to maximize its profits at the expense of public health, specifically harming the health of the youngest among us,” Phil Weiser, Colorado’s attorney general, said in a statement.
Lawmakers around the globe have been trying to rein in platforms like Instagram and TikTok on behalf of children. Over the past few years, Britain, followed by states like California and Utah, passed laws to require social media platforms to boost privacy and safety protections for minors online. The Utah law, among other things, would require social media apps to turn off notifications by default for minors overnight to reduce interruptions to children’s sleep.”

“Dr. Michael Rich, the director of the Digital Wellness Lab at Boston Children’s Hospital, said he discouraged the use of the word “addiction” because the internet, if used effectively and with limits, was not merely useful but also essential to everyday life. “I prefer the term ‘Problematic Internet Media Use,” he said, a term that has gained currency in recent years.
Dr. Greenfield agreed that there clearly are valuable uses for the internet and that the definition of how much is too much can vary. But he said there also were clearly cases where excessive use interferes with school, sleep and other vital aspects of a healthy life. Too many young consumers “can’t put it down,” he said. “The internet is a giant hypodermic, and the content, including social media like Meta, are the psychoactive drugs.””

Google forced to postpone Bard chatbot’s EU launch over privacy concerns

“Google will have to postpone starting its artificial intelligence chatbot Bard in the European Union after its main data regulator in the bloc raised privacy concerns. The Irish Data Protection Commission said Tuesday that the tech giant had so far provided insufficient information about how its generative AI tool protects Europeans’ privacy to justify an EU launch. The Dublin-based authority is Google’s main European data supervisor under the bloc’s General Data Protection Regulation (GDPR). « Google recently informed the Data Protection Commission of its intention to launch Bard in the EU this week, » said Deputy Commissioner Graham Doyle. The watchdog « had not had any detailed briefing nor sight of a data protection impact assessment or any supporting documentation at this point. »”

Alors qu’au Moyen Age, l’Empire ottoman a été dominant dans la science. Donc on a le risque, certainement en Europe, mais aussi dans certaines parties du monde, de faire face à un nouveau déclin si on est trop frileux sur le déploiement de l’intelligence artificielle.»”
